HAL to lead SSLV programme after ₹511-crore ISRO deal under PPP model
After bagging the ₹511-crore contract from ISRO to build Small Satellite Launch Vehicles (SSLVs), Hindustan Aeronautics Ltd (HAL) is set to execute the programme under a public-private partnership model.
The technology transfer took place in June this year, making HAL the owner, operator, and marketer of the SSLV program. This marks the first time a public-sector aerospace company will take full commercial and technical control of a launch vehicle developed by ISRO. ISRO will provide two years of hand-holding to HAL, supporting with design guidance, sourcing support, and systems integration.
HAL to lead as system integrator, subcontracting subsystems
“HAL will act as the prime systems integrator, overseeing mission assurance, vehicle integration, and launch operations, while key modules and subsystems will be subcontracted to industry partners,” said HAL CMD Dr D K Sunil.
“HAL is taking a holistic approach with the SSLV program,” Sunil added, explaining that the company is forging collaborations across multiple domains such as component manufacturing, ground systems, payload integration, and end-to-end launch services.
Shift from defence to space signals strategic pivot
Positioning itself as a player in the fast-evolving space sector, Sunil emphasises that the SSLV project will demonstrate HAL’s ability to scale rapidly and deliver with agility, qualities that are distinct from its defence manufacturing experience. The project marks a strategic shift for HAL as it eyes a larger role as an original equipment manufacturer (OEM) in India’s burgeoning space economy.
As part of the SSLV project, HAL is identifying specific work packages that can be offloaded to industry partners. “This offloading will follow established norms to ensure wide participation and will foster technology infusion into the programme,” Sunil said.
With strategic alignment to IN-SPACe and ISRO, HAL aims to position itself as a full-spectrum solutions provider in the small satellite launch segment, delivering quality, cost-effective, and scalable offerings for India’s growing space ecosystem.
