Competent Drivers, Crime and Problems Created by Porous Borders

The fatal accident in Florida killing 3 innocent people as a u turn was being made across a roadway by a driver who never should have a license was an avoidable tragedy. He had failed even basic language and sign tests and yet Washington State issued him a commercial truck license. Why? How? We will eventually find out. These were senseless deaths.
