How destiny saved Kavinder Gupta’s imminent slide into political oblivion

His surprise appointment as Lt Governor of Ladakh sends ripples through J&K BJP

Destiny Springs Surprises! Nowhere is this more evident than in the astonishing rise of leaders who, though nowhere in the race, end up with the prize. The annals of Indian politics are full of such fascinating stories. One such tale is that of 77-year-old Ram Prakash Gupta, who awoke one morning in November 1999 to be told he was being made the Chief Minister of Uttar Pradesh.

So unexpected was the decision that for two hours, the police reportedly searched for him—the to-be Chief Minister of UP—as he was neither informed nor aware of the dramatic turn of events. He wasn’t even a member of any legislative house. Gupta, once a Deputy CM in Chaudhary Charan Singh’s cabinet and a cabinet minister in the 1977 Janata Party government, had been living a quiet, retired life. Amidst the BJP’s peculiar leadership dilemma in UP at the time, how Atal Bihari Vajpayee suddenly recalled Gupta’s name is yet another story.

A similar scenario unfolded in Madhya Pradesh when Babu Lal Gaur was suddenly picked to take the oath as Chief Minister.

As if guided by instinct, Prime Minister Narendra Modi made a phone call to Kavinder Gupta a couple of days before the official announcement of his appointment as Lieutenant Governor of Ladakh. A highly placed source said that after exchanging pleasantries, Gupta was sounded out for an important responsibility, to which he enthusiastically consented. He was advised to keep the development strictly confidential.

The next day, a top official from the Union Home Ministry collected Gupta’s personal and requisite information. Two days later—it became history.

Thus, former Deputy Chief Minister and senior BJP leader Kavinder Gupta was appointed as the new Lieutenant Governor of Ladakh. The announcement—made without any speculation or media build-up—sent ripples through the ranks of the Jammu and Kashmir BJP. Many had presumed that Gupta’s political career had quietly ended.

In recent months, Gupta had largely faded from the party’s limelight, maintaining a low profile. He was selectively attending party functions, rarely featuring in key events. Except for occasional interactions within the J&K BJP core committee and sometimes with central leaders, his marginal presence in party communications and his exclusion from strategic deliberations had fuelled whispers—some even from influential national leaders overseeing J&K affairs—that “Kavinder Gupta’s political innings are over.” His name had not appeared among candidates in the recent Assembly elections, reinforcing perceptions of his political side-lining.

Once a grassroots party worker, then Mayor of the Jammu Municipal Corporation, later Speaker of the J&K Assembly, and briefly Deputy Chief Minister during the BJP-PDP coalition, Gupta was always known for being accessible to the public and party cadre. But as new entrants from other parties and those with moderate public clout began dominating the BJP’s power structure in J&K over the past decade, stalwarts like Gupta gradually found themselves relegated.

The once cadre-driven party, critics say, has slowly taken on personality-driven traits more commonly associated with the Congress—now internally described as “a party of leaders rather than a party of workers.”

Ironically, on the very day Gupta’s appointment was announced, several BJP MLAs were seen protesting outside the Civil Secretariat against making Urdu a compulsory subject in the Naib Tehsildar exam conducted by JKSSB. But the moment news of Gupta’s appointment broke, most of these same leaders—who had long dismissed his relevance—rushed to his residence to offer their congratulations.

Despite his low profile in recent party affairs, insiders say Gupta’s elevation is a result of his steady engagement with the central leadership. Known for his public relations skills, Gupta reportedly maintained direct communication with senior leaders—particularly Prime Minister Modi. Having held high offices such as Deputy CM and Speaker, he had acquired the stature to seek audiences with top national leaders without much fuss. Even after the dissolution of the J&K Assembly and the state’s conversion into two Union Territories post-abrogation of Article 370, Gupta made regular visits to New Delhi, ensuring his channels with the central leadership remained active.

The decision to appoint an experienced political figure to Ladakh’s top constitutional post was also shaped by strategic needs. With Ladakh being a climatically harsh, politically evolving, and strategically sensitive region, deliberations at the PMO and Home Ministry levels had already veered towards replacing Brigadier (Retd.) B.D. Mishra, who, sources say, had expressed disinterest in continuing, citing personal reasons.

Gupta, sources reveal, had long been aware that the central leadership was informally toying with the idea of accommodating some senior BJP leader from Jammu. In view of the uncertain political future and the vagaries of electoral politics at his age, Gupta is believed to have privately expressed his wish for a constitutional position that could provide him both rehabilitation and continued relevance. This appointment, thus, came as a godsend foothold, which he is expected to honour with diligence and performance—possibly unlocking even greater opportunities in the future.

His understanding of regional complexities, coupled with his unwavering loyalty and clean public image, made Gupta an apt choice. His appointment is also being interpreted as a message to local BJP leaders—especially in Jammu—that loyalty and perseverance still hold currency in the corridors of power.

Kavinder ji got a reward for humility and accessibility,” said a senior BJP leader, adding, “He never distanced himself from workers or the common public, unlike many of our current leaders who have grown arrogant.”

As Ladakh awaits its new Lieutenant Governor, back in Jammu, the unexpected elevation of Kavinder Gupta has upended internal power equations—and perhaps revived the age-old value of patience, loyalty, and public connect in a party now grappling with optics, ambition, and shifting identities.
